To strengthen security and promote peaceful coexistence across Plateau State, Governor Barr. Caleb Manasseh Mutfwang has reaffirmed his administration’s firm commitment to peace and security, describing security as “the bedrock upon which sustainable development is built.”

He made this declaration on Tuesday at the Zaria Road Stadium in Jos, during the passing-out parade of 1,450 newly trained Operation Rainbow operatives, marking the successful completion of their rigorous training program.

Congratulating the graduates, the Governor described their decision to serve as “a noble call to protect lives and property, preserve peace, and safeguard the future of our communities.”

He charged them to discharge their duties with courage, discipline, and integrity, reminding them that “you are not above the law; rather, you are its guardians and partners.”

He explained that his administration has deliberately prioritised community-based security initiatives, stressing that “effective security begins from within our communities.”

According to him, Operation Rainbow remains a vital component of the state’s security architecture, working in synergy with conventional security agencies, traditional institutions, religious leaders, and other critical stakeholders.

Governor Mutfwang noted that the training programme went beyond physical drills and tactical preparedness, emphasizing that it also instilled discipline, respect for the rule of law, adherence to human rights, and the principles of responsible civilian engagement.

He clarified that Operation Rainbow does not operate independently, noting that “every operation they undertake is under the direct supervision of the Army, the Police, or the Nigeria Security and Civil Defence Corps.”

The Governor further clarified that Operation Rainbow was established to protect all citizens without discrimination. “It is not meant to witch-hunt anybody; it is an all-inclusive security outfit designed to protect people of all faiths and ethnic backgrounds,” he said.

He expressed satisfaction that the graduating recruits were drawn from all 17 local government areas of the state and comprised both Christians and Muslims, a deliberate approach aimed at assuring residents that Operation Rainbow exists solely to combat criminality and protect law-abiding citizens.

He assured Plateau residents that the government remains open to receiving complaints against any operative, pledging that “whenever there is a legitimate complaint, appropriate disciplinary action will be taken against any operative found wanting.”

The Governor also reaffirmed his administration’s commitment to the welfare of the operatives, assuring them of sustained logistical support, continuous training, and improved welfare packages.

Governor Mutfwang acknowledged the support of President Bola Ahmed Tinubu, GCFR, noting that the President has issued “very clear directives that all those who threaten our sovereignty must be treated as terrorists.”

He disclosed that the state has partnered with the Nigerian Armed Forces to deploy aerial surveillance, including helicopters, particularly to enhance security in rural communities during the festive season.

Calling on residents to remain vigilant and law-abiding, the Governor stressed that “security is a collective responsibility.”

He urged citizens to support Operation Rainbow by promptly reporting suspicious activities, assuring them that his administration “will not relent in its determination to ensure a safe and secure Plateau State.”
