Ministry of Internal Security, GHI Sensitizes Public On Neighborhood Watch Law

The Ministry of Internal Security and Special Services, in collaboration with the Green Horizon Institute (GHI), hosted a one-day workshop to raise awareness about the newly signed Kano State Neighborhood Watch Cops Law, 2025.

The landmark legislation formally integrates the Vigilante Group of Nigeria (VGN) into the state’s security framework, empowering it to operate in coordination with other security agencies.

In his opening remarks, Dan Asabe Yahaya, Permanent Secretary of the Ministry, stressed the shared responsibility of safeguarding communities.

“I commend the state government and GHI for initiating this law to reinforce the security of our state,” he said.

GHI Chairman, Professor Muhammad Tabiu, outlined the law’s objectives and powers granted to the newly formed Corps.

“This workshop aims to engage key stakeholders in implementation strategies and promote effective collaboration,” he noted.

Commissioner for Internal Security, AVM Ibrahim Umar (Rtd.), who served as chief host, applauded GHI’s efforts in driving the law’s enactment and acknowledged the crucial role of security agencies in addressing local threats. He assured attendees that the law would enhance coordination among all security outfits.

In a keynote presentation, security expert Ali Musa emphasized the law’s utility in assisting law enforcement with crime prevention, offender apprehension, and maintaining public order.

According to the law, and subject to the approval of the Inspector-General of Police, the Corps will be permitted to bear arms in line with the Firearms Act, provided such weapons are not prohibited.

The law also underscores strict adherence to constitutional provisions and the rule of law while exercising its duties.

Governor Abba Kabir Yusuf signed the bill into law on February 18, 2025, following its passage by the Kano State House of Assembly. The legislation aims to strengthen community-based security initiatives and bolster grassroots safety efforts in Kano State.
