US Embassy Warns American Travelers of Violent Protests in France

The United States Embassy in Paris has warned American citizens travelling to France to expect possible disruptions to their travel plans following nationwide protests and strikes over the rising cost of living and government spending cuts.

In a security alert issued on November 4, the embassy said a nationwide multi-sector strike scheduled for Thursday, November 5, would affect teachers, healthcare workers, government employees and public transport services across the country.

It warned that the industrial action could extend through the weekend, potentially disrupting railway services, flights and other essential services.

According to The Guardian, an estimated 600,000 people had taken to the streets since late October to protest the high cost of living and recent government cuts to public spending.

In response to the demonstrations, about 70,000 security personnel had been deployed, while police reportedly used tear gas to disperse protesters in Bordeaux and Lyon. Curfews had also been imposed in some parts of Paris.

Craig Anderson, an intelligence analyst with private security firm Global Guardian, said the unrest could persist for several months, potentially extending until France’s 2027 presidential election.

He noted that the demonstrations had evolved from student-led protests into a broader movement involving different sections of society.

“While curfews and a heavier police presence are preventing the situation from completely spiraling, this has now evolved from student protests to a whole-of-society movement, so we can expect unrest to persist until France is able to come to some sort of fiscal and political accommodation,” Anderson told USA TODAY.

The strike is expected to affect railway operations, with four major railway unions participating in the industrial action. Travellers have been advised to anticipate disruptions beyond the routes directly affected by the strike.

Air passengers have also been warned of possible flight disruptions and advised to contact their airlines for updates on flight schedules and cancellations.

The US Embassy further urged American citizens to avoid areas hosting demonstrations and large gatherings, citing incidents of violence, property destruction and looting during recent protests.

It said police had responded to demonstrations using less-lethal crowd-control measures.

The warning follows the US State Department’s October 21 reissuance of a Level 2 travel advisory for France, urging American citizens to exercise increased caution because of terrorism threats and civil unrest.

Anderson advised travellers to use secure transportation, monitor local developments and consider booking refundable airline and train tickets to minimise potential losses.

He also warned that the involvement of labour unions could make transportation disruptions more difficult to avoid.

With security forces continuing to respond to demonstrations, travellers have been advised to stay away from protest locations, monitor local curfew restrictions and follow updates from French authorities and the US Embassy.
