Stakeholders Advocates For Security Early Warning Situation Room in Kano

Community security architectures have called for an immediate creation of an early warning and early response situation room to integrate community reporting structures and encourage proactive reporting, incidence prioritisation, proper verification and coordinated response as a measure of addressing community security challenges.

This was contained in a communiqué issued at the end of community security architecture dialogue on early warning and early response, organised by Civil Society Legislative Advocacy Centre (CISLAC), Transparency International in Nigeria (TI-NIGERIA) with support from Open Society Foundation Africa (OSF-AFRICA) held in Kano.

The communiqué signed by the Executive Director, CISLAV/TI-Nigeria, Auwal Ibrahim Musa (Rafsanjani), Deputy Director, National Orientation Agency, Kano state Nura Liman and Hadiza Bala Fagge of Women, Peace and Security Network, stated that, it was observed that security threats impact on people’s lives and livelihoods, disrupted socio-communal life, and deepened public distrust of state institutions, hence early warning and early response systems remain an important tool within the spectrum of actions for the prevention, management and mitigation of conflicts, crimes and hazards.

It further revealed that part of the observations made include, the existing mistrust of state and non-state actors, fear of reprisal, lack cooperation between community and response institutions that hamper proactive information sharing, adequate intelligence gathering and efficient response to threat signals.

The communiqué also among many recommendations made, recommended for an enhanced communication, collaboration and coordination between community and appropriate institutions to encourage timely information provision and intelligence gathering to prevent and respond to threats.
