The Kano State House of Assembly, in collaboration with the State Ministry of Health, has validated three key health-sector Bills aimed at strengthening the legal and institutional framework for effective healthcare delivery in the state.
The Bills were validated at the end of a three-day legislative workshop held from September 10 to 12, 2026, at Bafra International Hotel, Kaduna State.
The workshop, themed “Strengthening the Legal and Institutional Framework for Effective Healthcare Delivery in Kano State: Legislative Engagement, Harmonisation and Reform,” brought together lawmakers, health-sector leaders, heads of health agencies and training institutions, technical experts and development partners.
The three Bills validated are the Kano State Primary Health Care Management Board (KSPHCMB) Bill, Drug and Medical Consumables Supply Agency (DMCSA) Bill, and Health Training Institute Bill.
Participants reviewed the proposed legislation, identified gaps and harmonised recommendations to ensure that the Bills are practical, responsive and aligned with the current realities and emerging needs of Kano’s health sector.
The review of the KSPHCMB Bill also builds on the existing law enacted in 2014, with the aim of further strengthening the legal foundation for the administration and delivery of primary healthcare across the state.
Speaking at the close of the workshop, Speaker of the Assembly, Rt. Hon. Jibril Ismail Falgore, represented by the Deputy Speaker, Rt. Hon. Muhammad Bello Butu-Butu, commended participants for their commitment and constructive contributions to the legislative review process.
Falgore said the successful validation of the Bills marked an important step towards establishing a stronger legal framework for health-sector governance, institutional effectiveness and improved healthcare services in Kano State.
The Commissioner for Health, Dr. Abubakar Labaran Yusuf, alongside heads of relevant health agencies and training institutions, also stressed the need for legislation capable of responding to emerging challenges and providing clear institutional direction in the health sector.
The organisers appreciated lawmakers, government officials, technical experts and other stakeholders for their contributions to the workshop.
They also acknowledged the support of FCDO Lafiya, SANHDEF and the Clinton Health Access Initiative (CHAI) towards the successful conduct of the engagement.
The validated Bills are expected to proceed through the appropriate legislative processes before their eventual passage into law.
