Kano Assembly Abolishes KNUPDA

The Kano State House of Assembly has passed the Kano State Physical Planning and Development Control Bill, 2026, repealing the law establishing the Kano State Urban Planning and Development Authority (KNUPDA) and replacing it with two new agencies to oversee physical planning and development across the state.

The bill scaled its second and third readings during Tuesday’s plenary after consideration by the Committee of the Whole, presided over by the Speaker, Rt. Hon. Jibril Ismail Falgore.

Briefing journalists after the sitting, the Majority Leader and member representing Dala Constituency, Hon. Lawan Hussaini, said the new legislation establishes the Kano Metropolitan Area Management Agency (KAMA) and the Kano Development Control Agency (KADCA), both of which will operate under the supervision of the Ministry of Land and Physical Planning.

Hussaini explained that the agencies would assume all responsibilities previously handled by KNUPDA, including development control, approval of building plans, urban renewal, city planning, and enforcement of physical planning and environmental regulations.

He added that individuals and organizations seeking to undertake new construction or redevelopment projects must obtain approvals from the agencies, which will also conduct inspections to ensure compliance with approved standards and planning laws.

According to him, the reforms are designed to promote orderly urban development and align Kano’s physical planning system with modern global standards.

He confirmed that the passage of the bill formally repeals the KNUPDA law, dissolves the agency, and transfers all its statutory powers and responsibilities to the newly established development authorities.

Meanwhile, Speaker Falgore inaugurated an ad hoc committee to work with the Secretary to the State Government on harmonizing the responsibilities of the Ministries of Agriculture and Livestock Development.

The committee is expected to oversee the transfer of functions relating to animal husbandry, fisheries, and other livestock matters from the Ministry of Agriculture to the Ministry of Livestock Development, in line with the Assembly’s resolution.
