Enugu State Government has proposed reforms to the state’s Landlord and Tenant Law aimed at regulating rental charges, improving transparency in tenancy transactions and reducing disputes between landlords and tenants.

Governor Peter Mbah has forwarded an executive bill to the Enugu State House of Assembly seeking amendments to the Landlord and Tenant Law, Cap. 101, Revised Laws of Enugu State, 2004.

The Speaker of the House, Uche Ugwu, disclosed this in a statement posted on his verified Facebook page.

The proposed legislation seeks to regulate agency and legal fees, establish a framework for property agents and introduce clearer procedures for collecting and refunding caution fees.

It also aims to address arbitrary rent increases and minimise disputes over property damage through joint inventories and professional valuations where necessary.

Ugwu said the executive bill was introduced while the Assembly was already considering a similar proposal sponsored by Anthony Okey Mbah, the lawmaker representing Nkanu East State Constituency.

According to the Speaker, the lawmaker-sponsored bill has passed first and second readings, while a public hearing has also been conducted.

He expressed optimism that the legislative process would produce a legal framework that makes tenancy-related charges more transparent and predictable while addressing recurring challenges in landlord-tenant relationships.

The proposed reforms are also expected to establish clearer standards for property agents and provide a structured approach to resolving disputes involving caution fees, refunds and property damage.

Ugwu said the initiative aligns with the state government’s ambition to create a favourable environment for investment and strengthen Enugu’s appeal as a destination for business, tourism and residential living.

“According to the Governor’s vision, indeed we can make Enugu the preferred destination for business, investment, tourism and living,” the Speaker stated.
