Libya Regulates Foreign Schools Under New Education Rules

The Council of Ministers has issued a decision regulating foreign education in the country, setting out 55 articles governing the establishment and operation of foreign educational institutions.

The decision requires educational programs to be accredited by the country in which they originate and to comply with Islamic Sharia, as well as Libya’s values, customs, traditions and national identity.

Schools must also provide engineering, health and electricity services that meet safety standards and are appropriate for the number of students.

Licensed foreign schools may use public school buildings in return for a fee. Private schools operating from their own premises must dedicate the buildings to education and may not use them for multiple educational purposes.

Foreign embassies may also open schools in Libya under bilateral agreements, provided they do not offend religion, public morals or the general values of Libyan society.
