PenCom Launches Pension Revolution 2.0 to Strengthen Retirement System

The National Pension Commission (PenCom) has unveiled Pension Revolution 2.0 – Stronger Pensions, Stronger Nigeria, a fresh wave of reforms aimed at deepening Nigeria’s pension system and improving retirees’ welfare.

Announcing the initiative on Monday via her official X handle, Director-General Omolola Oloworaran described it as the boldest step since the 2004 Pension Reform Act, which introduced the Contributory Pension Scheme (CPS).

“Two decades after the first reform, we stand at another defining moment,” she said. “Pension Revolution 2.0 ushers in dignity for retirees, inclusion for every Nigerian worker, and resilience for our economy.”

PenCom said the reforms are in line with President Bola Tinubu’s directive for a pension system that guarantees dignity in retirement, broadens access, and mobilises long-term savings for national development.

Beginning this week, the Commission will roll out daily regulatory updates covering investment, governance, compliance, service delivery, and financial inclusion. In the next three months, it will also pilot health insurance for retirees and activate the long-awaited Minimum Pension Guarantee.

Already, two revised guidelines have been published: the Guidelines on Appointment to Board and Senior Management and the Guidelines on Corporate Governance.

According to Oloworaran, the reforms are designed to “renew trust, expand access, improve performance, and unlock pension assets as a reliable driver of national growth.”
