Kaduna, Gates Foundation Sign Mutual Accountability Framework to Drive Development

The Kaduna State Government has entered into a new partnership with the Bill & Melinda Gates Foundation through the signing of the Kaduna Mutual Accountability Framework (KaMAF), designed to promote transparency, accountability, and sustainable development in the state.

Governor Uba Sani described the framework as “a bold shift from promises to delivery,” stressing that it aligns government priorities with citizens’ needs while strengthening systems for inclusiveness and resilience.

Signed in New York on Tuesday on the sidelines of the United Nations General Assembly, KaMAF provides a non-binding platform for dialogue and cooperation between both parties. According to a joint statement by Fatimah Abubakar Alkali, Senior Communications Officer of the Gates Foundation, and Ibraheem Musa, Chief Press Secretary to the Governor, the framework does not create any enforceable obligations but serves as a guide for collaboration.

Building on Kaduna’s earlier International Development Cooperation Framework (2017–2020), KaMAF introduces new mechanisms for strategic dialogue, measurable commitments, and citizen-focused monitoring.

The framework will prioritize five areas:

Strengthening healthcare systems, with focus on primary health care, maternal and child health, and disease prevention.

Supporting sustainable agriculture to boost farmer productivity and food security.

Developing reliable data systems for evidence-based policy and program evaluation.

Promoting transparent budgeting and efficient resource allocation.

Enhancing economic resilience through financial and digital inclusion, with special attention to women’s empowerment.

Uche Amaonwu, Country Director of the Gates Foundation in Nigeria, said the initiative reflects a shared vision for inclusive and data-driven development.

“We are investing not just in systems but in people, communities, and institutions that drive sustainable change.

“The Foundation is committed to supporting Kaduna in healthcare, economic opportunities, and ensuring that every naira spent delivers real impact,” he said.
