Corruption Undermining Policy-Decision Making – ICPC Chairman

Dr. Musa Adamu Aliyu, Chairman of the Independent Corrupt Practices Commission (ICPC), has described corruption as one of the most persistent challenges affecting all sectors and institutions in Nigeria, undermining policy-decision making.

Speaking at the 2024 Annual Lecture/Award Ceremony organized by the Crime Reporters Association of Nigeria on December 5, 2024, Aliyu emphasized the need for proactive and multi-faceted approaches to address corruption. “Corruption remains one of the most persistent challenges affecting all sectors and institutions of the Nigerian society, undermines policy-decision making, resource mobilisation and utilisation, policy execution and service delivery,” he said.

Aliyu pointed to funding, institutional inefficiencies, and socio-cultural challenges as key issues facing the justice system. He highlighted insufficient budgetary allocations as a major barrier, leading to outdated court infrastructure and delays in court processes. 

“The widespread corruption within the justice system, including bribery and influence peddling, remains a focal point of concern,” he said.

On the issue of insecurity, Aliyu outlined the complex security challenges facing the country, including terrorism, kidnappings, and conflicts between herders and farmers. He stressed the need for both immediate and long-term solutions, such as community policing, economic empowerment programs, and technological upgrades.

The ICPC chairman called for greater emphasis on behavioral change and corruption prevention to achieve transparency and efficiency in the justice and security sectors. 

He however urged collaboration between government, civil society, and stakeholders to rebuild public trust and promote accountability.
