The Centre for Human Rights and Social Advancement (CEFSAN) expresses grave concern over reports of alleged harassment, intimidation, and threats to the life and liberty of Comrade Habu Hassan Abdullahi, a community activist from Kunya, Minjibir Local Government Area of Kano State.
According to credible information made available to CEFSAN, an incident occurred on 8 January 2026 in Kunya community, where the Minjibir Local Government Chairman allegedly ordered the removal of the community’s electricity transformer without prior notice, consultation, or adequate explanation to the affected residents.
This action reportedly triggered widespread concern and peaceful disagreement among community members, particularly in light of previous painful experiences involving the disappearance of community-owned infrastructure, including a transformer and engine, some years ago.
CEFSAN understands that Comrade Habu Hassan Abdullahi, in the exercise of his constitutional right to freedom of expression and peaceful participation in community affairs, was among those who openly expressed objection to the alleged removal of the transformer.
It is further alleged that, following this expression of dissent, the Local Government Chairman connived with the Dambatta Police Area Command to orchestrate the arrest and detention of Comrade Habu without due process of law.
We are deeply troubled by reports that, upon receiving confidential information suggesting an imminent arrest, Comrade Habu was forced to flee his community for fear of his life and personal safety.
CEFSAN notes with alarm that police operatives reportedly attempted to arrest him but were unable to locate him, thereby heightening fears of persecution and further endangerment.
CEFSAN strongly condemns any attempt to use state security apparatus to silence community voices, intimidate activists, or criminalize peaceful civic engagement.
Such actions, if proven, constitute serious violations of the 1999 Constitution of the Federal Republic of Nigeria (as amended), particularly the rights to personal liberty, freedom of expression, freedom of movement, and peaceful assembly, as well as Nigeria’s obligations under regional and international human rights instruments.
CEFSAN therefore calls for the following:
- An immediate cessation of all forms of harassment, intimidation, or threats against Comrade Habu Hassan Abdullahi.
- A public clarification from the Minjibir Local Government authorities regarding the circumstances surrounding the removal of the Kunya community transformer.
- An independent investigation into the alleged involvement of the Local Government Chairman and the Dambatta Police Area Command in the reported illegal arrest attempt.
- Assurance of the safety, security, and fundamental human rights of Comrade Habu Hassan Abdullahi and all members of the Kunya community.
- Respect for community consultation, transparency, and accountability in all decisions affecting public utilities and communal property.
CEFSAN wishes to place the relevant authorities, civil society organizations, the media, and the general public on notice that we are closely monitoring this situation. Any harm to Comrade Habu Hassan Abdullahi will be strongly resisted and pursued through all lawful national and international human rights mechanisms.
We reaffirm our commitment to defending human rights, promoting social justice, and protecting activists and community leaders who courageously speak out in the public interest.
