Kano Government Dismisses Claims of Administrative Paralysis

Kano State Government has addressed recent media reports suggesting that a directive by Governor Abba Kabir Yusuf, instructing Ministries, Departments, and Agencies (MDAs) to temporarily halt the forwarding of files to his office, has “grounded public administration” in the state.

The government described these claims as incorrect, misleading, and lacking factual or legal basis.

According to a statement by Umar F. Ibrahim, Secretary to the State Government, the directive was issued in late December when the State’s Appropriation Law for the outgoing fiscal year was expiring, and the new budget was under legislative consideration.

The statement explained that the measure was a prudent administrative and fiscal control to prevent unauthorized expenditures, avoid illegal financial commitments, and protect the state from potential audit queries or legal challenges; it emphasized that public administration has continued without disruption.

Essential services, including security, healthcare, education, and sanitation, have remained fully operational under existing statutory provisions.

The temporary pause affected only new discretionary matters pending guidance aligned with the new fiscal framework.

The statement further noted that the directive reinforces institutional governance by ensuring MDAs operate strictly within their lawful mandates while curbing end-of-year rush approvals that could compromise transparency and fiscal discipline.

The Kano State Government called it “unfortunate” that a lawful, precautionary decision has been misrepresented as administrative paralysis.

On the contrary, the government said, the action reflects foresight, discipline, and respect for the rule of law, which are essential for responsible leadership.

The public was assured that once the transitional administrative reviews are concluded, appropriate directives will be issued to guide the next phase of executive operations.

The government reaffirmed its commitment to transparency, effective service delivery, and prudent management of public resources in the best interest of Kano State residents.
