Zambia Accelerates Digital Transformation with New Strategic Guidelines

Zambia is fast-tracking its service delivery efforts through innovation and inclusiveness, as the Ministry of Community Development and Social Services announced three key strategic guidelines.

The documents, namely the Ministerial Digital Strategy, the Business Continuity and Disaster Recovery Guidelines, and the ICT Security Guidelines, highlight the critical role of effective service delivery amid ongoing digital transformation, according to the Ministry.

“Technology is no longer a luxury; it is a necessity for building an inclusive, transparent, and efficient social protection system that leaves no one behind,” said Minister Doreen Mwamba.

Minister Mwamba further noted that these guidelines align with the 2023 National ICT Policy, the Electronic Government Act No. 41 of 2021, and the National E-Government Plan. All these frameworks support Zambia’s overarching ambition to evolve into a digital economy.

She also expressed gratitude to the World Bank and the Smart Zambia Institute — key technical and financial partners, for their support in implementing these initiatives.

Percy Chinyama, the national coordinator of Smart Zambia, reaffirmed his team’s dedication to advancing the Ministry’s digital agenda to ensure more efficient and effective public service delivery across the country.
