Pluck Global Defends FGC Kano Land Concession, Details N8bn PPP Infrastructure Plan

Pluck Global Construction Company has responded to concerns raised by the Federal Government College Kano Old Students Association (FGCKOSA) over a proposed land concession within the premises of Federal Government College (FGC), Kano, insisting that the arrangement is lawful, transparent, and beneficial to the institution.

In a statement on Monday signed by the Managing Director, Musaddiq Ado Bala Talle, the company said the concession, which involves about 33 hectares of underutilized land, representing roughly 40 percent of the school’s total land area, was secured under a Public-Private Partnership (PPP) framework aligned with federal policy on infrastructure development.

According to the firm, the agreement, signed in June 2024, followed due regulatory processes, including clearance by the Infrastructure Concession Regulatory Commission (ICRC) and approval by the Ministerial Projects Approval Board.

Pluck Global dismissed insinuations that the Kano State Government played any role in the transaction, clarifying that the land belongs solely to the Federal Government.

The company explained that, under the land-swap model, it would undertake a comprehensive redevelopment of the school at no cost to the government.

In return, it will receive 40 percent of the undeveloped land only after completing the project, while the remaining 60 percent and all upgraded facilities will remain the property of the school.

The proposed development, valued at over N8 billion as of 2024, includes the construction of a skills acquisition and entrepreneurship centre, staff quarters, a modern female hostel, a health centre, a sports complex, and a corps members’ lodge.

Additional features include a staff common room, solar power installation, landscaping, and expansion of the school garden.

The project also covers the renovation of 54 classrooms, science laboratories, hostels, dining facilities, and the e-library, alongside road construction, perimeter fencing upgrades, and refurbishment of the school’s theatres.

In addition, the company said it would supply security vehicles, motorcycles, furniture, and instructional materials to support the institution.

Pluck Global noted that although the project was initially valued at over N8 billion, current economic conditions may have significantly increased its cost, stressing that PPP agreements are not subject to post-award review.

The firm described media reports on the project’s valuation as inaccurate, maintaining that the figures being circulated do not reflect the true scope of the investment.

It further emphasised that the initiative is aimed at enhancing, not undermining, the legacy of Federal Government College Kano by delivering modern infrastructure and improving the learning environment.

The company added that the project would be completed within 36 months and is expected to boost safety, strengthen security, and provide a more conducive atmosphere for teaching and learning.

Pluck Global reaffirmed its commitment to transparency and expressed readiness to engage with FGCKOSA and other stakeholders to address concerns surrounding the project.
