House Releases Certified Copies of Four Tax Reform Acts to Address Public Concerns

The House of Representatives has released the Certified True Copies (CTCs) of four landmark tax reform Acts signed into law by President Bola Ahmed Tinubu, in a move aimed at addressing public concerns over alleged alterations and the circulation of unauthorised versions of the tax laws.

Rep. Akintunde Rotimi, the House spokesperson, in a statement on Sunday, said the Speaker of the House, Rt. Hon. Abbas Tajudeen, in collaboration with the President of the Senate, Senator Godswill Akpabio, directed the release.

The decision followed growing public scrutiny and allegations that inconsistent and misleading versions of the tax laws were in circulation.

According to the House, the certified Acts, including the endorsement and assent pages signed by the President, have been made available for public record, verification, and reference to eliminate doubts and restore confidence in the legislative process.

The development came after a member of the House raised a point of privilege, drawing attention to discrepancies observed in versions of the tax laws circulating in the public domain.

Acting swiftly, Speaker Abbas ordered an internal verification and authorized the immediate public release of the certified documents.

The Speaker said the intervention reflects his commitment to transparency, legislative integrity, and public trust, stressing that the National Assembly remains an institution governed by records, procedure, and strict constitutional processes.

From the initiation of the tax reform process, Speaker Abbas provided leadership through extensive stakeholder consultations, committee reviews, clause-by-clause consideration, and plenary debates, ensuring that the reforms were inclusive, evidence-based, and aligned with Nigeria’s fiscal realities and development priorities.

The four Acts released are the Nigeria Tax Act, 2025

The Nigeria Tax Administration Act, 2025

The National Revenue Service (Establishment) Act, 2025

And the Joint Revenue Board (Establishment) Act, 2025.

The legislations form the core of Nigeria’s current tax reform framework and is designed to modernize revenue administration, enhance compliance, reduce inefficiencies, eliminate duplication, and strengthen fiscal coordination across the federation.

Speaker Abbas reassured Nigerians that once a Bill is passed and assented to, its integrity is preserved through certification and proper legislative custody.

He emphasized that the only authentic and authoritative versions of the tax laws are those certified and released by the National Assembly.

Members of the public, professionals, institutions, and stakeholders were advised to disregard any other versions of the Acts not certified by the legislature, as such documents do not constitute part of the official legislative record.

Meanwhile, the Clerk to the National Assembly has completed the process of aligning the certified Acts with the Federal Government Printing Press to ensure accuracy, conformity, and uniformity.

Hard copies have also been produced and circulated to lawmakers and made available to the public for reference.

The House further disclosed that the Ad-Hoc Committee, chaired by Rt. Hon. Muktar Aliyu Betara continues its work to investigate the circumstances surrounding the circulation of unauthorised versions of the Acts and to recommend measures to prevent a recurrence.

The House of Representatives reaffirmed its commitment to constitutionalism, the rule of law, transparency, and accountable governance, pledging to continue strengthening internal controls and safeguarding the integrity of Nigeria’s legislative process.
